Global Convention on the Recognition of Qualifications concerning Higher Education

To access university and study abroad. Will your country sign this convention?

Today, 5 million young people study abroad, and 2.5 million study outside their home region. These figures will continue to rise in the years to come.

This significant mobility of higher education students calls for a global regulatory framework for the recognition of higher education qualifications: the Global Convention on the Recognition of Qualifications concerning Higher Education.

This global convention was adopted by UNESCO's General Conference at its 40th session in November 2019. It has now been officially deposited for ratification.

It is a formal document which, when ratified by a state, commits it to reducing the barriers faced by students, teachers, researchers and job seekers outside their home country.

For example, it will be easier for a student to use his or her high school diploma in another region to continue his or her studies. It will also facilitate the procedure for a student wishing to complete a university course in another country without losing the benefit of studies undertaken elsewhere.


In short, a convention that should, once ratified by at least 20 countries, facilitate international relations with regard to the value of diplomas and the recognition of prior learning.

In June 2020, Norway became the first country to ratify it, and by 2023, 24 countries have ratified or are in the process of doing so. Is yours one of them?
