Hindering degree mills: a strategy of discouragement. Recommendations.

Discourage the operation of degree mills in higher education.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Council for Higher Education Accreditation (CHEA) have released a summary document on an effective strategy for combating the operation of factories in higher education.

These institutions, which offer degrees and educational credentials without any real commitment or work on the part of those who pay for them, pose a threat to the international credibility of the degrees awarded by universities.

They are a problem for honest students, for employers, for legitimate institutions, for quality organizations, and for governments.

The proposed strategy is detailed and includes the involvement of several groups:

  • governments,
  • institutions,
  • quality assurance agencies,
  • bodies representing higher education institutions,
  • media.

Six classes of actions are planned:

  • Create tools to identify diploma mills;
  • Use evidence of quality delivered through recognition of competent authorities;tents in academic quality such as recognized accreditation and quality assurance agencies;
  • Encourage providers of public and private funds tos to avoid funding diploma mills and their students;
  • Inform the public about diploma mills;
  • Take legal action against diploma mills and their students;
  • Incite the public to take legal action against diploma mills;
  • Incite the public to take legal action against diploma millsgales against diplôme factories and the use of false recognition;
  • Consider the overseas operation of diplôme factories.
